Mariam closed her kiosk early and called Aisha after dark.
“Come without office people.”
Aisha found her sitting on the floor beside a drawer of receipts.
“I lied a little,” Mariam said.
“About what?”
“The float advance.”
She produced a two-page facility agreement and a message thread. A month earlier, her kiosk had nearly lost agent status because usable float fell below the required threshold. A field supervisor offered a temporary facility to keep the business open.
“You signed?”
“Yes.”
“Did you understand that reserve could be pulled overnight without a separate approval?”
“I was told it was support.”
The agreement did include automated reserve recovery. It did not say the reserve could be classified as repayment activity for unrelated borrowers.
“Why didn't you tell me yesterday?”
“Because you arrive with your office badge even when you're my sister. I signed a workaround. I didn't want you to decide I was part of the scheme.”
Aisha felt anger because Mariam was the nearest target.
“You let me make decisions around your kiosk without full disclosure.”
“You recused yourself from the manual release.”
“Not enough.”
Mariam snapped. “You have a salary. If my agent status closes, my children do not eat compliance rules.”
Aisha sat down.
The facility had helped at first. During a school-opening rush, Mariam received extra float and kept the kiosk alive. The problem was not that every part of the agreement was fake. The problem was how the recovery mechanism had changed and how it had been presented.
They read the messages in chronological order.
Early messages said **support facility**.
Later ones said **reserve window**.
Then came a line that stopped Aisha.
**Reserve will return after the investor snapshot. Do not close the till early.**
“You saw this?”
“Yes.”
“Did you ask what investor snapshot meant?”
“I sent a voice note. He said it wasn't my concern.”
Aisha realized Mariam could not be presented as a perfect victim. She had accepted a workaround because the business pressure was real and had continued after she sensed something was wrong.
That made the evidence harder and more believable.
“From now on, I make no individual relief decision involving your kiosk,” Aisha said. “I disclose the conflict.”
“So you run away?”
“No. I stay on the system review. Someone else decides your refund, eligibility and facility treatment.”
Mariam hated the formality. Aisha hated it too.
They exported the entire relevant thread, including messages that made Mariam look cooperative with the workaround. Aisha refused to cherry-pick only the strongest lines. The reviewer verified timestamps and file integrity while excluding unrelated family conversations.
Then Aisha sent a conflict disclosure to finance control, legal and the independent review mailbox.
**My sister is an affected agent and accepted a temporary float facility. I am recused from individual relief decisions involving her kiosk.**
Njeri called almost immediately.
“Victor will say this proves you have a personal motive.”
“That is why the relationship is visible.”
After the call, Mariam asked whether they could still talk as sisters.
“Yes. But if I ask a question about your individual claim, another reviewer must be present.”
“That is awkward.”
“Good governance often is.”
Aisha also added a calendar rule so the recusal was not merely a beautiful email. Meetings on Mariam's claim automatically required a second reviewer.
Before she left, Mariam pointed to the final supervisor message.
**Don't worry about the reserve. It returns after the investor snapshot. This is temporary stabilization from above.**
The acquisition snapshot was no longer an auditor's inference.
The independent reviewer later called Mariam directly to confirm the facility documents. Aisha was not on the call. Mariam sent her a message afterward saying the experience felt strange because she had expected her sister to explain everything for her. Aisha replied that this was the point. Mariam's evidence needed to stand even if Aisha disappeared from the case. The reviewer confirmed that the facility had delivered legitimate value before the disputed reserve treatment began. That distinction would later keep restitution from becoming an indiscriminate refund of every amount Mariam had ever agreed to pay.
It was an instruction sent to an agent who depended on that float to keep her kiosk open.
